There is a paper on this. Consider vaccinating all non-pregnant females and the males in the herd with Piliguard. I have used it in pregnant cattle without issue. If there is a herd problem where Moraxella is confirmed, I would use the vaccine in all animals. I think it is late in the season for a pinkeye outbreak. I agree with Draxxin treatment. I would also add Kyroligo or just Vit AE. We normally see it in the dry and dusty months of Jul/Aug/Sep/Oct once the first flies come out. In nyala, roan and buffalo. There's probably also an aspect of immune suppression and stress involved. I would advise vaccination for the upcoming season which is around the corner. If you vaccinate calves, young females and males, and cows with small calves you'll get a good proportion of the herd vaccinated.
